The National Council for Higher Education (NCHE) remains steadfast in its commitment to advancing gender equality and equity in alignment with the Constitution of Uganda, Vision 2040, East Africa Vision 2050, Africa Agenda 2063, the National Development Plan (NDP) IV, and global commitments under the Sustainable Development Goals (SDGs) particularly SDG 5, which promotes gender equality, and SDG 16, which calls for peaceful, inclusive, and accountable institutions.
In reaffirming this commitment, we join the global community in marking the 16 Days of Activism Against Gender-Based Violence, guided by the 2025 global theme: “Unite to end Digital violence against all women and girls.” Gender-Based Violence (GBV) continues to be one of the most pervasive human rights violations, affecting individuals, families, and higher education spaces. Its presence undermines efforts toward equity, safety, dignity, and inclusive development.
At NCHE, we recognize that creating safe, respectful, and inclusive environments is essential to fulfilling our mandate. We remain committed to fostering a culture where everyone feels valued, protected, and empowered to thrive. Upholding the values of integrity, responsiveness, and accountability is paramount. Each of us has a role to play in preventing GBV and championing a culture where violence and discrimination have no place.
The 2025 16 Days of Activism reminds us that change begins with awareness, is strengthened through action, and is sustained by our collective resolve. I encourage all members of staff and the higher education fraternity to reflect and engage in efforts that contribute to safer and more inclusive working environments. Together, let us stand united against Gender-Based Violence.
